QUASAR-CREATE
QUASAR-CREATE is a Singapore-Germany research programme dedicated to quantum security and resilience for emerging technologies. Bringing together NTU, NUS, TUM and Fraunhofer, the programme develops practical methods, technologies and demonstrators that help prepare critical digital infrastructure for the quantum era. Its work connects open and verifiable secure hardware, quantum communication security, post-quantum cryptography and cryptographic agility into one integrated approach.
Our mission is to translate advanced security research into real-world capabilities for industry, government and society. Through interdisciplinary collaboration, QUASAR-CREATE builds quantum-safe processor platforms, advancing Post-Quantum Cryptography (PQC) implementations and protocols, security testing and evaluation methods for Quantum Key Distribution (QKD) systems and networks, and PQC migration blueprints for next generation communication and its applications. In doing so, the programme strengthens the Singapore-German innovation ecosystem collaboration and supports the development of future-ready, trustworthy and resilient technologies.





A Singapore–German Platform for Applied Quantum Security
QUASAR-CREATE is anchored by two long-standing Singapore-German research platforms: the NTU and Fraunhofer-Gesellschaft partnership, with Fraunhofer Singapore as Fraunhofer’s locally established affiliate and its joint collaborative Fraunhofer-NTU Research Centre Fraunhofer Singapore Research @ NTU (FSR@NTU); and the Technical University of Munich (TUM) through TUMCREATE. These platforms build on more than two decades of Singapore-German scientific cooperation and applied R&D in emerging technologies, combining scientific and engineering excellence with strengths in translational research, public-sector collaboration and industry engagement.
This partnership structure gives QUASAR-CREATE both scientific depth and practical reach. NTU and Fraunhofer with its research centre FSR@NTU provide a platform for applied research, technology transfer and collaboration with agencies, industry and universities in Singapore. TUM and TUMCREATE contribute academic and engineering excellence and host the work on open and verifiable quantum-safe RISC-V processor platforms. NTU strengthens the programme through its capabilities in cybersecurity, hardware assurance, microelectronics, privacy-preserving technologies and evaluation infrastructures such as National Integrated Centre for Evaluation (NiCE). NUS and Centre for Quantum Technologies (CQT) bring internationally recognised and outstanding expertise in quantum optics, quantum cryptography, QKD systems and quantum information theory. Together, the partners create the institutional foundation needed to translate quantum security research into practical capabilities for Singapore, Germany and the wider international ecosystem.
