QUASAR-CREATE is Building Trust for a Quantum-Enabled Future.

Quantum technologies will reshape how information is protected, exchanged and trusted. QUASAR-CREATE supports Singapore’s National Quantum Strategy by developing the security foundations required for this transition: open quantum-safe hardware, quantum communication security assessment, and post-quantum cryptographic migration for resilient systems and infrastructures. Through a Singapore–Germany research partnership, the programme turns quantum security from a future requirement into an engineering capability for today’s emerging technologies.

Supporting Quantum-Safe Singapore

Singapore is preparing critical digital infrastructure for the quantum era. QUASAR-CREATE contributes research, engineering, testbeds, and assurance capabilities to the Singapore quantum-security ecosystem.

RESEARCH THRUSTS

Thrust 1: Open and Verifiable Quantum Safe Hardware

THRUST 1: HARDWARE

OPEN AND VERIFIABLE QUANTUM SAFE HARDWARE

Open Design Chips. Verifiable Trust. Quantum-Safe by Design - We develop an open and verifiable RISC-V processor platform as a future trust anchor for security-critical devices. By combining post-quantum cryptographic accelerators, side-channel-resistant hardware, secure key storage, and a hardened operating system, this thrust lays the foundation for transparent, quantum-safe hardware systems.

Thrust 2: Quantum Safe Communication Assurance

QUANTUM COMMUNICATION SECURITY ASSURANCE

Quantum-safe communication systems must be designed so their security can be verified in practice and maintained under high-assurance requirements. This thrust develops methods, tools and capabilities that make QKD and hybrid QKD/PQC implementations testable from the outset. It connects security proofs, QKD protocol assumptions, implementation choices, component imperfections, side-channel behaviour and certification needs with practical ways to measure, simulate, evaluate and validate real systems.

Thrust 3: Quantum Safe Migration and Agility

THRUST 3: MIGRATION

MIGRATION AND RESILIENCE FOR FUTURE NETWORKS

Transitioning to post-quantum security requires more than replacing algorithms. This thrust develops migration models, cryptographic agility concepts and tools that help complex infrastructures move toward quantum-safe operation while strengthening long-term resilience. It investigates how PQC and hybrid PQC/QKD approaches can be integrated, evaluated and validated in emerging B5G/6G and complex 3D network environments, where security assurance, network resilience and deployability must be addressed together.
